IX call for the formation of CLACSO Working Groups

The main objectives that the CLACSO Working Groups Area aims to achieve are:

• To produce knowledge and promote relevant and rigorous social research.
• To stimulate the development and consolidation of research at the regional and international level, achieving social impact and building bridges between academia and public responsibility based on the dialogue of knowledge.
• To promote dialogue between scientific fields and disciplines and the recognition of diverse knowledge and forms of understanding.
• To promote regional and comparative research with innovative approaches on topics relevant to Latin American and Caribbean societies, while also considering the relationship with global dynamics.
• Facilitate articulation with public policies at the local, national and regional levels, stimulating critical dialogue between researchers, decision-makers and managers at both the government and civil society levels.
• To foster horizontal dialogues between researchers, decision-makers and managers of public policies, actors from organizations and social movements.
• Disseminate the knowledge produced and the results achieved through different formats (printed, digital, audiovisual), guaranteeing open access to knowledge and promoting political influence.

In this Call for Proposals, the basic criteria for evaluating and selecting the Groups will be the following:

• Relevance and scientific quality of the proposal.
• Regional diversity, especially the inclusion of researchers from countries with less relative development of the social sciences and humanities (Central America, the insular Caribbean, Bolivia and Paraguay) as well as from other regions and continents.
• Gender parity.
• Incorporation of researchers in training (postgraduate students, recent graduates) to integrate younger generations and promote intergenerational dialogues.
• Confluence and integration of existing Working Groups to enhance and make better use of the resources, productions and initiatives achieved.
• Addressing issues of regional and global relevance, paying special attention to problems significant to Central America and the Caribbean, incorporating the South-South perspective.
• Promotion of dialogues and exchanges with international networks.
• Articulation with public policies in a broad sense, social movements and organizations.

Each proposal submitted must have a minimum of fifteen (15) researchers from at least six (6) countries , all of them members of centers affiliated with or associated with the CLACSO institutional network.

Each Working Group may have up to three coordinators . They must be members of one of the CLACSO member or associated centers, a condition they will demonstrate through a letter of support. If there is more than one coordinator, they must be from different countries.

Each member may be a member of up to a maximum of two (2) Working Groups in this Call, and may collaborate or establish links with other Working Groups once approved.

The Working Groups must submit three-year work plans that include an annual breakdown. The inclusion of institutional partnerships that allow for obtaining resources complementary to those that CLACSO can contribute to the development of the Working Groups' work plans will be viewed favorably.

The selection of a proposal signifies CLACSO's endorsement for its development, thus making it part of the network of Working Groups that the Council promotes in all its areas of intervention and dissemination. The Working Groups will receive full operational and logistical support from the CLACSO Executive Secretariat for the development of the activities outlined in their submitted Work Plan.

Based on annual open calls for proposals from all selected Working Groups and the annual budgets submitted in their applications, available funds will be distributed among the approved applications. These annual applications for support will be evaluated by a committee appointed by the CLACSO Executive Secretariat.

Likewise, CLACSO will collaborate in the search for financial resources for the implementation of the GTs' activities and to promote their mutual cooperation and exchange.

This Call will allow the selection of the set of teams that will make up the CLACSO Working Groups between November 1, 2019 and October 31, 2022.

This Call for Proposals is open thematically.

All currently active Working Groups wishing to remain affiliated with the Council must apply to this Call for Proposals. To this end, collaboration is encouraged among Working Groups that share common interests or are interested in integrating and merging projects.

The application process for the Groups will involve the submission of a Work Plan projected for a total duration of 36 months, organized into three annual periods (of 12 months each). The Work Plan may include activities and initiatives related to research, training, and advocacy or intervention.

The Work Plan will include a similarly organized budget (generally for 36 months and three annual periods). This budget will detail the resources requested from CLACSO and those provided by institutional partnerships or complementary sources.

Each submitted project must include the proposed coordinator for the Working Group (up to three), who must be a researcher from a CLACSO member or associated center, who,

The application must be accompanied by a letter of support from the Director of the center to which the proposed coordinator belongs, as well as their complete Curriculum Vitae. The submitted form will be considered a sworn statement.

The selected Working Groups must submit an annual report detailing their activities and the progress of the proposed Work Plan. They must also submit a final report after 36 months of operation.

This Call for Proposals aims to select up to ninety (90) Working Groups for the period 2019-2022. The total available budget will be up to a maximum of USD 400.000 (four hundred thousand US dollars) - or its equivalent - for the entire period and will be distributed among the selected Working Groups through the annual calls for proposals.

In addition to the direct funds distributed through annual calls for proposals, CLACSO will support the Working Groups with : co-publishing digital books within the Working Groups Collection; dissemination and communication of the Working Groups' activities and initiatives; preparation and distribution of a monthly activity calendar; assistance in the editing of newsletters, working papers, and other publications; open calls aimed at prioritizing the participation in the Working Groups of researchers in training or from specific regions; audiovisual and radio productions; collaboration in applying for calls for proposals that allow obtaining other funds; logistical monitoring of activities; teleworking options; collaboration with other CLACSO areas and programs; links with other networks; promotion of publication opportunities in scientific journals and dossiers in CLACSO Journals; among other support and assistance.

In addition, other specific calls will be made with the aim of strengthening the Working Groups Program and the resources of the Working Groups.
The evaluation of the proposals will be carried out by an Evaluation Committee made up of researchers and specialists from different countries in the region, appointed by the CLACSO Executive Secretariat. Its decision will be final.

• It is an essential requirement that registration be done through the online system provided by CLACSO.
• Printed or emailed submissions will not be accepted. Applications that do not comply with the established guidelines will be technically rejected. It is recommended to enter
  to the online system to find out the registration format.
• All data entered in the registration form constitutes a sworn statement for the purposes of this Call for Applications.

3. Complete the registration form for submitting proposals for new Working Groups. This includes the following points: critical placement of the topic within the context
   Latin American and Caribbean; rationale and analysis of its theoretical relevance; three-year work plan broken down by year; three-year budget broken down annually; bibliography and list
   of GT members.
4. Select the researchers proposed as coordinators of the Working Group. Each coordinator must attach a letter of support signed by the Director of the
