CLACSO Statute Update

At the last CLACSO General Assembly, held in Buenos Aires in November 2018, it was resolved to carry out a review process of Current institutional statute.

At the first meeting of the Steering Committee, held on March 27 and 28, 2019, in El Salvador, the importance of making progress on this issue was reaffirmed, and it was resolved that the working methodology should follow a dynamic of dialogue, consultation, and participation. It was also decided to create a Commission for this purpose, following criteria of representation both regionally and from the various areas and governing bodies of our institution. In April 2019, the Commission was formed. Statute Update Commissionthe main ones were formulated objectives were set and the work dynamic was established.

From there, a series of activities took place, including numerous meetings of the Commission and the Steering Committee, and more than 10 meetings with Member Centers and members of the network in various countries of the region and at academic events. Three general consultations were also held, open to the participation of all directors of CLACSO Centers, which allowed for active participation and were a fundamental part of the process of reviewing and amending the Statutes.

The latest consultation allowed for the consideration of each proposed change and its rationale. The results, which in all cases exceeded 90% agreement, demonstrated that the update process successfully addressed the concerns and expectations of the CLACSO community. Furthermore, the majority of the suggestions received were incorporated. Here you can access the details of all the proposed modifications and their rationale.

The following was thus formulated: proposal for reform of the Statute, which was then considered and approved by the Steering Committee in May 2020, to be addressed at the Extraordinary Assembly.

Given the situation created by the COVID-19 pandemic, which limited movement and made it impossible to hold face-to-face meetings, at its 101st meeting – held virtually on May 4 and 5, 2020 – the CLACSO Steering Committee resolved to postpone the Extraordinary Assembly for updating the CLACSO Statute scheduled for that year in Bogotá, and to convene it in conjunction with the Council's General Assembly in November 2021 in Mexico City, a date that was subsequently moved to June 5, 2022, coinciding with the Ordinary Assembly of June 6, 2022, and the subsequent 9th Social Sciences Conference from June 7 to 10, 2022, at UNAM in Mexico. Finally, the The statute was debated and approved on June 5, 2022 in Mexico City.

OBJECTIVES OF THE CLACSO STATUTE UPDATE PROCESS

  1. Adapting the CLACSO Statute to the current challenges and needs of the institution.
  2. To specify the functions and powers of the different governing bodies in order to promote relations and contribute to the optimal achievement of CLACSO's objectives.
  3. Update some regulatory and procedural aspects in order to guarantee greater institutionalization and transparency in the functioning of the Council

18 October 2019Steering Committee Meeting
At its second annual meeting in 2019, the proposed amendments to the Statute formulated by the Commission will be presented to the Steering Committee, which will be analyzed jointly by the Committee and the Executive Secretariat.
December 9, 2019 – February 15, 2020 Third consultation on updating the CLACSO Statute 
During this period, the third consultation with Directors of Member Centers regarding the proposed amendments to the Statutes was carried out, specifying which articles were to be changed, the new wording, and the rationale for these changes. This consultation was initiated by the Steering Committee after analyzing the proposal prepared by the Commission. 
March 28th 2020 Meeting of the Steering Committee and discussion of the final proposal for updating the Statute    
Meeting of the Commission and the Steering Committee for the discussion and approval of the updated draft Statute, which will be submitted to the Extraordinary Assembly for consideration.
April 13th 2022  Communication with Member Centers and opening of the Comments Forum
Creation of a Forum for the directors of Clacso Centers to share opinions, comments or suggestions regarding the proposed changes to the Statute. 
I send the centers a message that reconstructs the steps taken and the process carried out, and communicates the opening of the Forum.  
22 2022 of AprilSixth Meeting of the Statute Update Commission
Meeting of the Commission to exchange views on the process of updating the Statute as well as to share information related to meetings and conversations held in various regions and countries related to the topic.
April 26th 2022Presentation of proposed regulations
Message sent to Member Centers, sharing draft proposals for three regulations designed to govern aspects of the institution's operation in a manner complementary to the Statutes. These are the proposed Regulations for Ordinary and Extraordinary Assemblies; Regulations for the election of officers; and Regulations on memberships and affiliations. 
These proposals were made public in order to initiate a dialogue on the issues and to build the necessary consensus. 
5 and 6 of June of 2022 CLACSO Assemblies    
Extraordinary Assembly that approved the Reform of the Statute.
