The changes experienced in recent years in Latin American societies regarding female participation in the labor market, the aging process, and family transformations invite us to reflect on the social organization of care in changing contexts.
Recently, analyses and empirical research from academia on the topic of care have expanded significantly: development of new concepts such as the social organization of care, studies on the configuration of the demand and supply of care, research on the links between female migration and care, analyses of public policies, studies on care practices in different generations, surveys on social representations of care, among many others.
Added to this is the expansion of care policies in Latin America, for which it is necessary to have people trained in this subject in order to contribute to the incorporation of the gender perspective in the design, implementation and evaluation of policies.
The Specialization has the following purposes:
- To provide theoretical tools that allow for solid training in the relationship between gender and care, and its main debates and conceptual tensions.
- To provide knowledge about the advances in empirical research carried out in the region and its main contributions.
- To train students in the design and analysis of public policies so that they are able to make contributions that allow the incorporation of a gender perspective into the issue of care.
The Specialization and the International Course are aimed at university graduates; postgraduate students; teachers; activists and members of trade union organizations, social movements and political parties; public officials; press workers; members and managers of non-governmental organizations and professionals interested in the study and implementation of care policies in Latin America and the Caribbean.
A university degree/undergraduate degree or equivalent is required.
The Specialization in Care Policies with a Gender Perspective will last 12 months and requires the following for accreditation:
- An intensive seminar
- An international course
- Two elective virtual seminars from the curriculum
- A writing support workshop
- The preparation of a final integrative project
The Specialization accredits 360 hours/teacher of work and is certified by CLACSO and FLACSO Brazil.
The International Course can be taken independently without enrolling in the Specialization program. For students admitted in the second intake, the course will run between February and December 2023. The following is required for accreditation:
- The realization and approval of an intensive seminar corresponding to the first 5 classes of the international course.
- Once the intensive seminar is completed, the students will be enrolled in the international course and will attend the following 7 classes.
The International Course is accredited with 90 lecture hours and is certified by CLACSO and FLACSO Brazil.
Students will have the support of academic tutors who will accompany them through the different curricular areas and guide them in the completion of final projects.
CLARIFICATION: Those who enroll in the complete Specialization should not enroll in the International Course separately.
Course materials will be offered in both Spanish and Portuguese. Similarly, the course bibliography may be provided in either of the two official languages. Student contributions to discussion forums may also be in these languages. The final research paper may be written in either Spanish or Portuguese.
Intensive Seminar "Care Policies with a Gender Perspective"
Summary: This intensive seminar allows those enrolled in the second call for applications to attend the first five classes of the International Course "Care Policies with a Gender Perspective." The seminar will present key discussions and analyses on the topic of care from a gender perspective. Through four presentations by leading scholars in the field, care work, both paid and unpaid, will be addressed.
Secondly, care will be examined as a central component of well-being, and how it is provided and distributed within different welfare systems will be analyzed. The emergence of the concept of the "caregiver" will also be considered, referring to a vulnerable group that bears the costs of care.
Finally, care as a right will be addressed, and the conceptual foundations of the right to care will be presented, within the framework of the human rights approach and the links between the right and public care policies.

International Course "Care Policies with a Gender Perspective"
Summary: This course will address key discussions and analyses surrounding the topic of care from a gender perspective. The lectures will explore conceptual debates and challenges regarding the content and scope of care, as well as the link between care and welfare systems, citizenship and rights, and analyses and research on migration and care.

Abstract: This paper will explore the impacts of migration on the social organization of childcare and care for dependent persons, both in countries of origin and destination. It will analyze studies at the national and regional levels, examine discussions on global care chains, and present numerous research projects from Latin America on this topic.
Coordination: Gender Affairs Division - ECLAC
Summary: This course will present paradigmatic or prominent cases from countries in the region related to the development of their public care policies. The course will be approached through a comparative analysis of public policies concerning families, social protection, care, life course, and well-being from a gender perspective in different countries of the region.
Coordination: Valentina Perrota (University of the Republic, Uruguay)
Summary: This course will introduce students to the various definitions of care and explore reflections on the ethics of care; the links between gender theory and care; and different dimensions of care, among other topics. It will address perspectives that recognize care as work associated with love and female identity, as well as those that define it as work, both paid and unpaid, and whether or not it can be considered equivalent to other types of work. The course will also explore the challenges and methodological considerations for measuring care. It will examine qualitative and quantitative methodological approaches to care in different countries of the region. Finally, it will address the challenges of quantitatively measuring care based on the contributions of Time Use Surveys in the region and their main challenges.

Summary: This course proposes to explore care as a component of social well-being, and how it is provided and distributed within different welfare systems. This connects it to discussions on public policy and the right to care. The course will cover the concept of the social organization of care, analyses of the supply and demand for care, family care arrangements and strategies, and studies of the social representations of care.
Coordination: Eleonor Faur (National University of San Martín, Argentina)
Summary: This workshop is a training space designed to guide the development of the final monograph for the specialization. It will support students in defining their object of analysis, translating it into a viable research problem, constructing a work plan, developing argumentative frameworks, and establishing analytical conclusions. These tasks will be carried out individually and collectively through peer exchange and with the workshop instructor, following a discussion forum format. The workshop's objective is to produce a draft of the final specialization paper. The final monograph may be written in Spanish or Portuguese.

Registration will be open between December 1st and February 7th.
Upon completion of the registration process, you will receive a confirmation email. On the first day of the course, you will receive your login credentials for the online platform.
If any of the mandatory training sessions are owed, in all cases, an additional amount must be paid in order to retake said credit.
Exceptional Criteria: In exceptional cases (health, family, or humanitarian issues) and within the first two months of the start of any course, students may request to withdraw from the cohort and resume it the following year. In all cases, the reasons justifying the request must be submitted in writing. After two months from the start of the course, no requests will be accepted.
Money paid will only be refunded in cases where the organizing institutions decide to cancel the activity.

You must pass the Intensive Seminar, the International Course, two (2) elective Virtual Seminars, the methodological workshop and complete the final integrative work.
All training courses must be completed and passed - without exception - in order to receive the specialist title.
To obtain the Specialization degree, you must complete a final monograph. The methodological workshop is mandatory and aims to support you in completing this final project.
You must participate in the classes and activities proposed by the teachers and complete the final monograph.
Yes, the Specialization and the International Course are certified by FLACSO Brazil and CLACSO. The specialization has a total workload of 360 hours, and the international course 90 hours. The certificate of completion will be sent digitally and is completely free of charge. The International Specialist diploma is issued by the General Secretariat of FLACSO, located in Costa Rica.
