Based on a documentary review of country experiences and a critical analysis of content and discourse, this article identifies four major processes that characterize the governance of the response to the SARS-CoV-2 public health emergency, with totalizing, reproducible, and universal pretensions applied to both the State and Latin American and Caribbean societies. The first process is the reactivation of the doctrine of contagion in the 21st century as the preeminent grammar of the sociopolitical language of human and social relations for understanding the pandemic; secondly, what we call the governance of microbiology in the design and management of interventions against individual and collective epidemic risk; Thirdly, the transfer of classic clinical and institutional protocols for the prevention and control of hospital infections as population health measures towards society and, finally, these three processes responding to a geopolitics of increasing expansion of global health security proposed by the international medical authority of the World Health Organization as a priority of a liberal global health system that reproduces the accelerated, asymmetric, dehumanized world system that leaves less and less space for health and life in society.
