Solidarity among peoples, sovereignty among nations
Under the slogan " Solidarity among peoples, sovereignty among nations ," the III Pan-American Congress brought together legislators, academics, government authorities and activists from across the hemisphere, including the Latin American Council of Social Sciences , from August 21 to 23 in Montevideo, Uruguay .
This parliamentary forum, bringing together progressive forces from across the continent, sought to consolidate a common multilateral agenda in the face of the profound social, geopolitical, and economic transformations in the region. This year's edition addressed proposals on peace, security, and multilateralism; sustainable development and regional integration; digital sovereignty and artificial intelligence; and well-being and care.
The meeting brought together more than 150 legislators, former presidents, ministers and political leaders from 15 countries of the continent, among others:
-Representing Uruguay were President Yamandú Orsi , Vice President Carolina Cosse , and former Vice President Lucía Topolansky.
-For Argentina, Axel Kicillof (governor of the Province of Buenos Aires), Jorge Taiana , Itai Hagman , as well as Dolores Gandulfo , Cecilia Nicolini and Gabriel Fuks from Parlasur.
-Democratic US congresswomen such as Pramila Jayapal , Summer Lee and Jesus "Chuy" Garcia ; representatives from Canada such as Avi Lewis , Leah Gazan and Salma Zahid.
-Former Colombian President Ernesto Samper , Alicia Bárcena (Mexico, ex-ECLAC), former Chilean President Gabriel Boric and former presidential candidate of that country Jeannette Jara , Brazilian Senator Humberto Costa.
CLACSO participates through its Executive Director Pablo Vommaro along with researchers and members of the network.
The presence of the Latin American Council of Social Sciences at the Congress strengthens the bridge between critical scientific-social knowledge and public policies, influencing debates on digital sovereignty, care, development and regional integration, among other axes of its agenda and its Platforms for Social Dialogue.

The Montevideo Declaration
The Pan-American Congress was founded in 2024 in Bogotá at the initiative of then-Colombian President Gustavo Petro , with its second edition held in 2025 in Mexico City. This third edition is co-organized and supported by the host government, along with regional networks of legislators and progressive international platforms that bring the event together.
It is the continent's only permanent parliamentary forum where progressive and democratic forces meet to coordinate positions and seek a greater balance between North America, South America and the Caribbean.
