China's relations with Latin America and the Caribbean
The "Global Times Overseas China Week and the Global South Dialogue: Seminar on China-Latin American and Caribbean (LAC) Relations and Mutual Public Perceptions" was held in Buenos Aires, Argentina, on June 23, co-organized by the Global Times, CLACSO and the Center for Chinese and Latin American Studies (CECLA).
With the participation of Pablo VommaroThe meeting, led by the newly elected Executive Director of CLACSO, aimed to use media exchanges and think tank cooperation as a starting point to foster consensus through open communication, continuously improve interpersonal ties between China, Latin America and the Caribbean, and cultivate strong public support for building a China-LAC community with a shared future.
On that occasion, he maintained Pablo Vommaro“We are convinced that the Belt and Road Initiative (BRI) can create new opportunities for cooperation, strengthening ties and promoting exchanges based on mutual learning. The countries of Latin America and the Caribbean have much to learn from China’s experiences, for example in development and poverty alleviation, but we also know that China can learn from the experiences and the cultural, social, and natural diversity of Latin America and the Caribbean.”
To wang weiThe Ambassador of the People's Republic of China to Argentina stated, “Mutual respect and trust align with public opinion, and citizens of both sides increasingly consider each other good friends and partners who treat each other with respect and equality. Mutually beneficial cooperation resonates with the public, and the consensus on moving forward together and achieving mutual success has become widely shared among the Chinese and Latin American public. Solidarity and collaboration respond to public expectations, as the people of both regions jointly uphold world peace, stability, and a multilateral trading system, with a growing commitment to promoting reforms in global governance.”
At the same time, Fan ZhengweiThe President and Editor-in-Chief of the Global Times stated that “China and Latin America have now entered a fast track of multi-channel and multi-level exchanges and cooperation in the humanities. The Global Times is committed to serving as a messenger for dialogue between civilizations and mutual learning. This collaboration, which includes conducting a survey on public perceptions between China and Latin America and organizing a seminar, is a practical effort to bridge the gap between scholars, media, and prominent figures in both regions to enhance exchanges and dialogue, provide intellectual support for advancing China-Latin America cooperation, and contribute to the future development of countries in the Global South.”
Among others, the following also participated Jorge Taiana, Director General of the International Center for Political Studies (CIEP), who considered that “the initiatives launched by China, such as the BRI in 2013, are crucial to understanding the specific cooperation between China and the countries of LAC”; Gabriel Merino, Coordinator of the CLACSO Working Group “China and the Map of World Power”, for whom “the LAC region has a historic opportunity to emerge as an autonomous actor in this increasingly multipolar and transitional world, overcoming its former role as 'backyard'.” and Daniel Filmus, Director of the Ibero-American Center for Research in Science, Technology and Innovation (CIICTI), former Minister of Science, Technology and Innovation.
China Overseas Week and the Global South Dialogue series is an exchange platform that seeks to promote dialogue between media outlets and think tanks in countries of the Global South. Holding the event in Latin America this year was a proactive effort to implement the Global Civilization Initiative and promote the building of a China-LAC community with a shared future.
The diversity of civilizations is the natural state of the world. As key members of the Global South, China and the countries of Latin America and the Caribbean (LAC) share broad common interests and vast potential for cooperation in numerous fields. At the Fourth Ministerial Meeting of the China-CELAC Forum held last May, President Xi Jinping stated, “Facts have shown that China and the countries of LAC are moving forward hand in hand as a community with a shared future.” He emphasized that his country is willing to join forces with LAC partners to launch five programs focused on solidarity, development, civilization, peace, and people-to-people connectivity, charting the course for building a China-LAC community with a shared future in the new era.
The discussions focused on three key themes: Mutual perceptions and public sentiment between China and Latin America, various drivers of positive China-LAC relations, and the role of the media in shaping mutual perceptions.
