The global economic landscape in the face of COVID-19 has forced companies to rethink their short- and medium-term strategies, while the most vulnerable businesses have focused on weathering the initial months of the pandemic's impact. In response, national and local governments in Mexico have implemented a series of extraordinary measures to mitigate the damage caused by the contraction in real demand. According to the National Survey on Productivity and Competitiveness of Micro, Small, and Medium-Sized Enterprises (ENAPROCE), the more than 4 million businesses in the country with fewer than ten employees are barely managing to survive on net profits equivalent to $77 USD per week.
