Who is responsible? Statement of denunciation and support for the Brisas de la Torre-Cali communities
The CLACSO Working Groups Bodies, Territories, Resistances and Emancipatory Praxis, Decolonial Methodologies, Alter-Globalism and The Latin American Postdoctoral Weave of the Underdogs: Trans(in)disciplinarities, Theoretical-Political Decolonizations, Emancipations WITH Peoples, Land and Territories of Life , highlight the situation suffered by Afro-descendant communities that inhabited the Brisas de las Torres neighborhood in eastern Cali: The communities displaced from their ancestral territories of the Colombian Pacific and who have founded neighborhoods in eastern Cali, as is the case of the Las Brisas neighborhood, sowed their hopes, built their houses and rebuilt community in the city, currently, they are suffering a re-victimization produced by the institutional racism that is reproduced in the city with the eviction of its inhabitants:
On July 22, the District Mayor's Office, then headed by Alejandro Eder, carried out an operation to evict and demolish more than 800 homes without prior notice or guaranteed relocation for the families. We demand an ethic of responsibility. Who is accountable? We legally denounce this act of institutional dehumanization and appeal to the protection policies for Black, Palenquero, and Raizal communities enacted in Law 70 of 1993; Law 1448 of 2011, the law for victims of the armed conflict that mandates comprehensive reparations and prohibits their revictimization; Convention 169 of the International Labour Organization, which imposes special protection obligations on tribal peoples and ancestral communities; the American Convention on Human Rights; and the jurisprudence of the Inter-American Court of Human Rights to provide an immediate response of reparations and care to these peoples, territories, and communities.
