Statement on the danger to the rights achieved in Paraguay, the pressure to scrap the National Plan for Children and Adolescents (2019-2024)
El CLACSO Working Group on Childhood and Youth wishes to express its deep indignation at the attack by anti-rights groups, under the banners of God, Fatherland and Family, on normative achievements in the rights of children and adolescents in Paraguay, attacking in recent weeks the new National Plan for Children and Adolescents (PNNA 2020-2024) prepared by the National Council for Children and Adolescents, a powerful instrument to prevent and protect hundreds of thousands of children and adolescents from vulnerabilities and violence.
So much so, that due to enormous pressure - from the Vice Presidency and the Chamber of Deputies - the Minister of Children and Adolescents He had to cancel the Plan and the Strategic Plan.
This is a whole group that not only manipulates the essential human rights content and concepts contained in the Plan, but also relegates the centrality of children's rights as a superior interest (National Constitution, art. 54), as well as the relevant role of the National System of Comprehensive Protection and Promotion of Children and Adolescents (Law 1680/01, art. 37), aspects to which the National Plan for Children and Adolescents (PNNA 2020-2024) is aligned, which has had to be discarded.
The National Plan for Children and Adolescents, in which the Paraguayan State has invested in promoting the active participation of citizens in the construction of the PNNA 2020-2024, including almost two thousand reference people in all territories, with high participation of children and adolescents.
This represents a complete setback for Paraguayan democracy itself. Even these groups with enormous influence at the highest levels of the State are maliciously accusing organizations that defend the rights of children and adolescents, which also appears to have clear electoral intentions.
Moreover, the groups that instill fear in society and promote hatred have asked the interpellation The Minister of Children and Adolescents, Teresa Martínez, is being considered by the Chamber of Deputies for replacement with an anti-rights figure.
The arguments behind this attack are false. Inconceivably, the members of these groups don't want the words "gender," "comprehensiveness," or "state responsibility" in this or any other plans, nor in any proposed laws. It's worrying that they don't appeal to rationality or dialogue; they only attack, disregarding the rights of children as their paramount interest.
Official data and reports are conclusive regarding the severity of violence against children and adolescents, the levels of impoverishment, the rates of sexual exploitation and pregnancy in girls and adolescents (see CDIA Campaign #GrowingUpWithRights #LivingWithoutViolence), however, this situation is not recognized by the groups that ended up demolishing the Plan and want to remove the Minister.
Therefore, as CLACOS Working Group on Children and YouthWe endorse the statement of the Coordinator for the Rights of Children and Adolescents (CDIA) and demand that the Paraguayan State abide by the Principle of Non-RegressionWe share CDIA's view that the Chamber of Deputies, "instead of analyzing the causes and taking measures to urgently reverse the situation indicated by official data, has decided to jeopardize rights already won in order to question the head of the Ministry of Children and Adolescents."
