All states are responsible for guaranteeing the right to a quality education for everyone. This state obligation is enshrined in several binding human rights instruments and underscored by the Education 2030 Agenda, which includes a call to all governments to allocate the maximum available resources to education. Despite this, the education sector faces underfunding due to multiple factors, a situation exacerbated by the prevalence of regressive tax systems, excessive debt, privatizations, and limited international cooperation with low-income countries. 

In fact, the estimated annual funding gap for achieving SDG 4 in low- and lower-middle-income countries is $148.000 billion. This estimate may vary depending on the source, so the gap could be even larger.

Given this situation, we have a responsibility to fight for tax justice as a sustainable mechanism for financing public education for all. If we focus on improving tax collection and implementing progressive systems, the education sector and other social sectors could address their historical deficits and guarantee the rights of the entire population.

GENERAL PURPOSE 

Strengthen understanding of the relationship between education budgets and tax reforms, promoting tax justice as a mechanism for allocating resources to education.

SPECIFIC OBJECTIVES

That the students:

  • Become aware of the importance of funding the State as a tool for political transformation. 
    • Understanding how fiscal policies impact education funding. 
    • Understanding the link between tax reforms and their impact on the distribution of state resources. 
  • Strengthen the understanding of the importance of the "public" sphere, and the role of the State as the guarantor of human rights.
     
  • Learn about the consequences of funding or defunding the State: between taxation and evasion, including the corruption that could be involved.
  • Gain tools, resources, and advocacy success stories that inspire people to take action for tax justice and the human right to education in their communities.

Participatory methodologies will be used. Synchronous classes will provide a space for exchange and collaborative work. The course will combine four live sessions (with active discussion and reflection opportunities) and two asynchronous components (recorded video lectures, readings, and independent activities), avoiding an excessive weekly workload. 

Live classes will be held on the following days Thursday at 11am (ARG/URU/BRA) / 10h (CHI) / 9h (COL/ECU/PERU) / 8h (MEX/Central America) through the Zoom platform, which will allow direct interaction between participants. In addition, students will have access to exclusive materials, available in the virtual classroom, that will complement the content covered in each session.
