Violence has been a constant in Indigenous territories in Michoacán for several years. The climate of insecurity has intensified and manifests itself daily in various forms (disappearances, kidnappings, assaults, armed incursions, among other criminal acts), threatening community life and the lives of its members. All of these are part of a climate of terror imposed by various actors vying for control of the communities' vital natural resources and biocultural heritage, thereby dispossessing them and disrupting the social fabric and collective ways of sustaining life.
Last Wednesday, October 15, 2025, several people were kidnapped on a highway in the Charapan-Ocumicho region of the P'urhépecha Plateau, after returning to their homes from work. They were intercepted by an armed group and taken to a hill. Some managed to escape their captors, while others paid the ransom, according to testimonies, and reported the incident. The whereabouts of one person remain unknown.
Security policies and the deployment of force to prevent crime are insufficient to fulfill the government's mandate to protect the population. This climate of terror is unbearable, fostering uncertainty and a sense of helplessness.

- Arrest of those responsible.
- Justice for the victims and guarantees of non-repetition.
- And, of course, a different National Security policy that is truly effective and efficient for communities, towns, and society.
