 For an end to the killing of Peruvians. A way out of the conflict through dialogue and fundamental changes in Peru.

Given the difficult times that Peru is facing, from the CLACSO Working Group on Critical Geographical Thought in Latin America and the Caribbean We address the national and international scientific community to express the following:

  • We strongly condemn the murder of more than fifty Peruvians, mostly civilians from rural areas, as a result of the violent repression directed by the government of Dina Boluarte against the social protests that began in late 2022 and continue to this day. Therefore, we reject the violent entry of the Peruvian National Police onto the campus of the National University of San Marcos, the detention of students and citizens, mostly from rural areas, who were simply exercising their constitutional right to protest, and who had to travel from their communities to Lima, bearing the pain and anger of having friends, family members, and neighbors killed by the asymmetrical violence of the Peruvian armed forces.
  • We stand for the unrestricted defense of life, and therefore demand that no Peruvian citizen be killed for exercising their right to protest. We demand the initiation of independent, transparent, and diligent investigations in civilian courts, with the support of human rights organizations. We also demand clarification of the situation of the nearly 920 people detained in Lima and throughout the country, and that the constitutional right to legal representation and due process be respected.
  • We believe that the government of Dina Boluarte, despite its legality, is neither legitimate (it lacks a social base, a programmatic agenda, and its own parliamentary body) nor sustainable (given its policy of criminalization and impunity in alliance with the Armed Forces and the National Police). Therefore, it is not feasible as a transitional government until the next general elections. We join the call for early general elections (Presidential and Parliamentary) in 2023 or 2024. The current government must resign, the constitutional line of succession must be followed with a new congressional leadership, legitimized by representatives who did not endorse the policy of death and abuse, and the interim president must be chosen from among them, thus calling for immediate general elections.
  • CLACSO proposes to CELAC that it urge the Peruvian government and society to establish a Dialogue Table between parliamentary and extra-parliamentary political forces, including unions and representative social movements of civil society, with the aim of achieving a consensual political solution among these actors and social agents. We also call on civil society to remain vigilant and in constant mobilization, reaffirming its democratic values. We urge the authorities to guarantee the constitutional rights of organization, expression, thought, and protest; only in this way can the social demands arising from this structural breakdown that has led us to this situation of conflict be addressed. The transitional government must commit to addressing the country's urgent demands.

Given the difficult times that either Peru faces, or Critical Geographical Thinking Working Group of Latin America and Caraíbas, together with the CLACSO Member Centers of Peru, address the national and international scientific community to express the following:

  • We vehemently condemn the murder of more than fifty Peruvians, in their majority civil and in the interior of the country, as a result of the violent repression directed by the government of Dina Boluarte against the social protests that began at the end of 2022 and that continue to this day. This is why we repudiate the violent entry of the National Police of Peru into the campus of the Universidade Nacional Mayor de San Marcos, the detention of students, men and women in the majority of the interior of the country, which barely exercises its constitutional right of protest, which requires us to travel from our territories to Lima representing our friends, relatives, vizinhos deaths due to asymmetrical violence of the Peruvian armed forces.
  • We are on the side of the unrestricted defense of life and, therefore, we demand that every Peruvian city be killed by exercising its right to protest against the protection of the current constitution. We demand the initiation of independent, transparent and diligent investigations in our civic tribunais with the accompaniment of human rights organizations, as well as the clarification of the situation of two quase 920 detidos in Lima and in the interior of the country, and the fulfillment of the due process and access to defense and due process.
  • We consider that Dina Boluarte's Government, despite its legality, is not legitimate (lack of social bases, programmatic agenda and own parliamentary body), not sustainable (given its policy of criminalization and impunity in alliance with the Armed Forces and the National Police). Therefore, it is not seen as a transitional government until the next elections are held. We add to the request for advance notice of the presidential and parliamentary elections in 2023 or 2024. The current government must resign, continue along the line of constitutional succession with a new Congress board, legitimized by deputies who do not endorse the politics of death and abuse and escolher among eles or interim president, calling for immediate elections.
  • We propose CLACSO to CELAC to organize the government of Peruvian society to create a Dialogue Table between parliamentary and extra-parliamentary political forces such as unions, representative social movements of civil society, with the objective of reaching a consensual political solution between these actors and social agents. In turn, we appeal to civil society to remain vigilant and constantly mobilize, reaffirming its democratic values. We urge the authorities to guarantee the constitutional rights of organization, expression, thought and protest, so that the social demands of this structural breakdown that led us to this situation of conflict can be guaranteed or attended to. The government in transition must be committed to addressing the urgent demands of the country.
