This book is a collaborative work that reflects the analytical efforts of researchers who share a common goal: understanding the relationship between the institutional form of expansion and the varying degrees of openness and democratization of higher education systems in Latin American countries. The development of a typology based on the functioning of institutions offers new tools for evaluating the effectiveness of public policies and how different institutional types shape access to higher education. This approach also reveals that institutions act as mediators between public policies and social groups, sometimes fostering inclusion processes and at other times reproducing historically entrenched social hierarchies. Thus, this book seeks to contribute to the public debate by presenting the historical trajectories of higher education systems in each country and offering analytical tools and models that allow for a more precise measurement of both the progress and limitations of expansion and inclusion policies.
