As part of the counter-celebrations of the so-called “Day of the Race,” this October 12, 2022, the undersigned: academics from various parts of Latin America and the Caribbean, activists, and members of national and international civil society organizations demand:
1. Immediate release for the 7 Mapuche women detained: 4 who were placed under house arrest and 3 imprisoned in Bariloche in airport security police facilities. We called them by their names, as well as their children: Machi Betiana Colhuan Nahuel; Nekulpangui Liwen (4 months); Luciana Jaramillo Celeste Huenumil; Lienkura Mañke (1 month); Debora Daniela Vera; Andrea Despo Cañuqueo; Florencia Melo and Romina Rosas, who is 40 weeks pregnant.
2. We demand a thorough investigation of the recent eviction that took place on October 4 of this year (2022), carried out with extreme violence by the Unified Command in the Praise Lafken Winkul Mapu, Villa Mascardi area, Bariloche, Río Negro Province (Argentina) on the bodies of women, children and pregnant women, as well as their machi or spiritual authority.
3. We demand the creation of a humanitarian corridor because there are members of the community without shelter or food since the day of the operation.
4. We demand the demilitarization of the territory and an end to the persecution of the Mapuche people.
5. We demand that the masterminds behind these human rights violations be investigated and punished. We demand the impeachment of Aníbal Fernández for issuing these criminal orders, and the impeachment of Judge Silvina Domínguez for carrying out each and every one of these human rights violations.
6. We demand that the President of the Nation, Alberto Fernández, immediately deactivate the “Unified Command” since we agree with colleagues and movements who affirm that: “The reactivation of the Unified Security Command is the mechanism that today, within the framework of a government that calls itself national and popular, ensures the continuity of a genocidal practice that renews discourses and practices that once again place the Mapuche people as 'usurpers', 'internal enemy' and 'terrorists', a situation that only deepens the legal insecurity of indigenous peoples in general” (Statement of October 6, 2022).
7. We demand decisive action from the federal and provincial governments to honor the Constitution, especially Article 75, paragraph 17, regarding indigenous rights for peoples that existed prior to the current nation-state, as well as Law 26160, which mandates the surveying of community lands and prohibits evictions.
8. We demand a thorough investigation into the illegitimate and illegal pressure exerted by transnational corporations operating in the aforementioned region, seeking to acquire more land for their ventures, especially those related to tourism, capitalism, and privatization.
9. We demand a thorough investigation into the actions coordinated by the so-called "Bariloche Consensus," its operational mechanisms, and the collusion between large and medium-sized corporations operating in the region where the eviction took place.
For those who don't know what happened in the Praise Lafken Winkul Mapu, Villa Mascardi area, Bariloche, Río Negro Province (Argentina), we reproduce the information we received from the imprisoned sisters themselves, who are now on hunger strike:
“On Tuesday, October 4 [2022], at 7 am, the repression to evict the Praise Lafken Winkul Mapu in Río Negro, under the jurisdiction of Federal Judge María Silvina Domínguez.
The Unified Command entered the Lof, destroying the rewaa ceremonial space of the Mapuche people. They attacked with lead bullets and tear gas, destroying the ceremonial site. They mistreated, beat, and arrested the machi Betiana Colhuan, a spiritual authority, plus two patients requiring medical treatment, and others lamngen (sisters), one of them 40 weeks pregnant, mothers with babies a few months old, pu wentru (men) and 13 minors.
Some children, in shock at the repression, fled and hid in the forest. They endured more than 12 hours of cold and hunger. Meanwhile, their grandmothers pleaded to enter the territory to find their grandchildren and take them to safety, but they were denied entry.
Around mid-morning, officers on motorcycles entered the premises, carrying long guns and firing at children and young people. Praise.
The mothers of some of these children remain in custody at the airport security station. Among the injured is a 12-year-old boy, and a young man is missing.
The Unified Command has not yet lifted the checkpoints, however they did allow the gauchos (gang of the mayor of El Bolsón, Bruno Pogliano) to pass through, who went to intimidate the people. lamngen who were demonstrating in search of the children…” (FB: Movement of Indigenous Women and Diversities for Good Living).
Stop racism and discrimination against women, children, diverse groups, and Indigenous peoples. Stop neocolonial and patriarchal violence that allows the advance of big capital in the Río Negro, Puelmapu, and Wallmapu regions.
Never again an Argentina without its women, children, machis, diversities and all native peoples!
