University Financing Law in Argentina
The Forum of Extraordinary Professors of UNCuyo expresses its firm demand for compliance by the National Government with the University Financing Law No. 27795, sanctioned by the Honorable Congress of the Nation in August 2025. This law is currently in force after having been insisted upon by both Chambers in the terms of art. 83 of the National Constitution, after the veto issued by the Executive Branch through decree 647/2025.
The national government is failing to comply, in a serious violation of institutional integrity. We, the university community, require the necessary financial support to fulfill our responsibilities.
This is not just any law. It is a "law that has been insisted upon." This legal concept leaves no room for interpretation: the Executive Branch is obligated to comply with it. The Government has chosen to disregard the law and, therefore, the sovereign will of Congress. Furthermore, it has promoted a new bill aimed at modifying or replacing it, without even having complied with the existing law. This conduct is not only legally inadmissible, but also sets a worrying precedent of institutional degradation.
The law in question did not arise from an isolated decision. It was passed after massive popular mobilizations in its favor. The universities enjoy public support in their demand, which is simply to uphold the law and to sustain their daily activities.
Faced with this scenario, the Forum of Extraordinary Teachers of UNCuyo:
-Demands the unrestricted and immediate compliance with the University Financing Law No. 27.795 and the corresponding economic support from the national government.
-It categorically rejects any attempt to disregard, nullify or replace a current law without having applied it.
-It calls upon national universities, their faculty, social organizations and the general public to speak out and mobilize in defense of public education and the democratic order.
There is no possible republic without respect for the law. There is no public university without funding. There is no future without education.
