This report describes the best practices and challenges of community water management in Colombia within the context of the COVID-19 pandemic. In 1991, community water systems began to enjoy differentiated and special constitutional recognition by being included, alongside the State and private entities, as potential guarantors of the supply of drinking water in Colombia. As initiatives that promote participatory democracy, belong to the solidarity economy sector, and operate under non-profit models, communities organized around community water management were included in the national legal framework without being assimilated to other water service providers that originate from public, private, or mixed business models and operate under market logics (Constitutional Court, Judgment T-233 of 2018).
