Algorithmic justice in Latin America and the Caribbean
In a joint effort, the Latin American Council of Social Sciences (CLACSO) and the Office of the United Nations Educational, Scientific and Cultural Organization (UNESCO) in Ecuador , carried out an initiative on Thursday, September 10, that sought to promote reflection on the use of AI aimed at addressing social challenges, promoting ethical and innovative solutions that foster justice and equity.
The project, closely aligned with UNESCO's "Recommendation on the Ethics of Artificial Intelligence", recovers the role of this Recommendation as a guide to ensure that advances in AI benefit all of society, focusing especially on the most vulnerable groups.

The initiative launched a research call for the production of Policy Briefs that promote synergy between academic research and informed public decision-making, through the development of analyses, policy recommendations, and social intervention actions based on the ethical and responsible use of AI. Seventy-five applications were submitted, and 35 submissions were ultimately received. After technical and formal review, these were ready for qualitative evaluation by the International Committee to consider the quality, relevance, and coherence of the proposals in accordance with the Call. The evaluation process was carried out by an International Committee composed of nine experts from four countries: Marco Benalcázar (Ecuador), Marta Bianchi (Argentina), Carolina Hevia (Ecuador), Silvia Lago Martínez (Argentina), Fernando Laredo (Argentina), Graciela Nathanson (Argentina), Isabel Ramos (Ecuador), Carla Texeira (Brazil), and Stephane Vinolo (France). This committee carried out the first phase of evaluating the submitted projects.
As a result, and after the entire evaluation process that recognized the excellent quality, relevance, and rigor of most of the applications, five (5) proposals were selected for the development of the policy briefs. These are:
-The use of Artificial Intelligence (AI) for the reconstruction of Afro-descendant memory centers in Cuba and Ecuador.
-AI in Cultural Industries: Protection of work, promotion of cultural diversity and algorithmic justice.
-Algorithmic justice in the classroom: strengthening the teacher's role in the face of generative artificial intelligence (IAGen) in Ecuador.
-Artificial Intelligence, Climate Action and Disinformation in Latin America and the Caribbean.
-Towards an inclusive, transparent and ethical Social Protection Policy based on Artificial Intelligence in Ecuador.
Given the relevance of the contributions of the researchers involved in the preparation of the Policy Briefs, which constitute relevant inputs for the pertinent public policy, UNESCO and CLACSO agree with the International Center for Higher Studies of Communication for Latin America (CIESPAL) to publish the book: “ALGORITHMIC JUSTICE IN LATIN AMERICA AND THE CARIBBEAN. Research, public policies and ethics of artificial intelligence” which contains the scientific contributions generated within the framework of the initiative.
