Citizen income under debate: A short-term solution or a structural transformation?
The need to promote reflection on the future of pension systems motivated the Friedrich Ebert Foundation (FES), the Latin American Council of Social Sciences (CLACSO), through its Working Group on Social Security and Pension Systems, and the Argentine Institute for Economic Development (IADE), to jointly launch a series of activities addressing various social security issues. The central role of the State in guaranteeing access to basic rights, in contrast to financial sustainability, inequalities, and gender issues present in its heterogeneous social and institutional composition, are some of the topics requiring attention within the complexity of the social security system.
The pandemic arrived, profoundly altering the lives of our societies. It quickly became clear that strong state intervention—observed practically worldwide—was necessary to counteract the tremendous socio-economic effects, which in turn necessitated a broader and deeper understanding of social security.

In the context of the pandemic, the "Conversations on Social Security and Pension Systems" series began on April 21, 2020, with the aim of discussing " Pandemic and Social Security in Latin America: Impacts and Responses. More Welfare State? " The series sought to evaluate the impacts of COVID-19 and the responses of governments in countries across the region. The document presents discussions led by Roxana Mazzola (Argentina), Rosa María Marques (Brazil), Marco Kremerman (Chile), Berenice Ramírez López (Mexico), and Hugo Bai Alfaro (Uruguay). It is hoped that this document will contribute to our societies' efforts to achieve greater social rights, expand the rule of law, and strengthen democracy.
