The brief history of citizen participation institutions—the concept arose with modern democracies, since there is no citizenship without the rule of law and pluralism—has revolved around fluctuating commitments. These commitments oscillate between transformative hopes and disillusionment with limited results, sometimes even the opposite of what was expected. However, putting this history into perspective reveals a general advance both toward greater inclusion of groups holding political rights and toward the expansion of institutional formats and objectives (constitutional reforms, veto power, sectoral policies, local budgets, etc.) for participation.
