Serious attack on scientific and technological development in the areas of knowledge

With tremendous unease and concern, we read Resolution 10/2025 issued by the national government and published in the Official Gazette on January 9, 2025. The aforementioned resolution establishes that, based on the provisions of the so-called "Framework Law," the structure and orientation of the science and technology sector will be redefined. In this regard, policies are established that are oriented towards “Service of economic growth and strategic development of the country based on the themes of agro-industry, energy and mining, knowledge economy and innovation and health.”

A careful and attentive reading leads readers to infer that scientific research, linked to the social sciences, the humanities, the environment, the arts and culture, is not among the priorities of the current national government, which is only driven by the interests of the market and financial institutions.

While the resolution cited in previous paragraphs focuses on the agreements that had been implemented between the national government and Science and Research Organizations—specifically regarding special programs—the proposed amendment allows for the emergence of “consulting firms” that would acquire a significant role in the implementation of these programs. This procedure also alters the role that National Universities have been playing in the execution of these programs. The relationship between Universities and Science Organizations transcends economic interests; it stems from shared goals and objectives regarding the role of knowledge and scientific development, and from working together to improve the quality of life for citizens throughout Argentina.

The national government's decision demonstrates its lack of understanding of the role of scientific and technological development in the country's growth. These decisions reveal that they prioritize market objectives and financial interests unrelated to the aims and purposes of scientific research, and, likewise, sever the ties between scientific organizations and national universities.

For the reasons stated above, the CLACSO ARGENTINA Centers reject the terms of resolution 10/25 and the set of decisions that the national government has been expressing and that lead to the destruction of scientific and technological development in all areas of knowledge and especially in the social sciences, humanities and arts.

As academic centers, we defend the role of knowledge with scientific rigor and critical thinking. The development of scientific knowledge requires the active participation of a State committed to policies that prioritize the life, health, and dignity of all its inhabitants. In this way, scientific and technological development and education as a basic right will contribute to the growth of the country and its citizens. Scientific organizations, together with universities, have been the appropriate and necessary sphere for building knowledge that responds to the needs of the country, its inhabitants, and its territories. The country's history has amply demonstrated this. Together, we can continue these activities.
