Elites, State Capture and Inequality in Latin America and the Caribbean

Latin America and the Caribbean remains the most unequal region in the world in various aspects, including income and land distribution. The concentration of wealth and income goes hand in hand with the concentration of power. This affects the quality of our democracies because it shapes institutions and political processes, subjecting them to the interests of certain privileged groups at the expense of the majority of the population.
The objective of this second version, convened by CLACSO, Iguales – OXFAM and FES Colombia is to deepen the analysis of the mechanisms of public policy capture and to propose an analytical model with a certain homogeneity and coherence for all the studies to be developed, both in their structure and content.
Applicants must be researchers (or part of a research team of up to 4 members) with academic experience and hold a master's or doctoral degree or equivalent.
Up to six (6) scholarships of USD 5.000 (five thousand US dollars) each will be awarded to develop the research in a maximum period of eight (8) months, between July 2019 and February 2020.
The topics selected for the scholarships are:
- 1 scholarship for Colombia, focused on capture of policies linked to the redistribution of care.
- 1 scholarship for Haiti, focused on one of these two topics: a) judicial system and management of public funds, b) mechanisms for defining and adjusting the minimum wage.
- 1 scholarship for Dominican Republicopen topic
- 1 scholarship for Paraguayopen topic
The other 2 scholarships will be awarded to any country or countries in the region, focused on capture and inequalities.
- One of the scholarships will have to address the tax policies as a thematic axis.
- The other one will have to address the media and access to information.
The final versions of the winning research papers will be published in open access by the organizing institutions.

OPINION
The Latin American Council of Social Sciences (CLACSO), Oxfam and the Friedrich Eber Foundation (FES Colombia) announce the results of the Second Call for research grants “Elites, State Capture and Inequality in Latin America and the Caribbean”, which seeks to delve deeper into the analysis of the mechanisms of capture of public policies by elites and to propose a systematic and coherent model of analysis.
They were received 130 applications, of which, after technical and formal review, 110 They were in a position to be qualitatively evaluated by the International Committee to consider the quality, relevance and coherence of the proposals according to the Call.
