In 2020, the International Science Council (International Science Council (ISC) It convened specialists from a range of institutions, including CLACSO, to prepare the report 'Opening the record of science: making scholarly publishing work for science in the digital era' as part of a international project on the future of scientific publishingCLACSO participates, arguing, as stated in the report, that the governance of the scientific publishing system should be primarily in the hands of the scientific community and its institutions, and not in the hands of private companies.
The report is primarily addressed to the scientific community and its institutions, seeking to establish, as far as possible, a shared vision of the principles and priorities of the system through which their work is disseminated, and to serve as a precursor to action to promote beneficial change. It has a distinctive logic. It proposes a set of normative principles that should underpin the functioning of scientific and academic publishing; describes the current publishing landscape and its evolutionary trajectory; analyzes the degree to which these principles are being met in practice; and identifies the problematic issues that must be addressed to realize these principles.
