La National University of Tres de Febrero, Together with the UOCRA Foundation[Name of organization] prepared a report on job quality and the socio-productive structure. This initial analysis was presented to create a space for study and debate to evaluate different labor market indicators.

The end of 2019 leaves more questions than answers regarding how future events will unfold in Argentina. While every change of government inspires a certain renewal of expectations, the current situation presents greater difficulties and challenges than those we have been pointing out and discussing over the last five years. On the one hand, long-standing structural problems persist and, in many respects, worsen; on the other hand, serious macroeconomic and financial difficulties related to the heavy indebtedness of the last two years have been added.
Anyway, let's return to the next point; even if the debt and fiscal problems were magically solved just once, like a kind of prize, the following question remains: if we don't confront our endemic structural problems, won't we find ourselves in a similar situation in a few years? In other words, we have to consider that debt is a major difficulty that has compounded other problems that weren't discussed much, problems that remain hidden and that constitute the tip of the iceberg that is now emerging.
Considering these elements as one of the central problems, we ask ourselves how to move forward in order to reconcile the dynamics of daily management of public policies, the problems of immediate circumstances, with the need to implement medium and long-term policies in the face of such uncertain and unpredictable contexts.

One element to consider, in the search for this balance between urgency and strategy, is the possibility of building and developing public policy within a framework of agreement between the main political, economic and social actors.
