La National University of Tres de Febrero, Together with the UOCRA Foundation[Name of organization] prepared a report on job quality and the socio-productive structure. This initial analysis was presented to create a space for study and debate to evaluate different labor market indicators.

When we began publishing this Dossier more than two years ago, we pointed out that a context of growth and the achievement of certain macroeconomic equilibria did not necessarily indicate that we were on a path of development aimed at improving our country's long-standing structural problems. Likewise, we closed that first issue by asking ourselves what would happen with
These structural challenges would arise if growth became erratic, if policy planning failed to involve the ever-mentioned "fine-tuning," and, in addition, if macroeconomic balances were to progressively deteriorate.

In this new issue of our Dossier, striving to avoid being caught up in a situation that consumes everything in its path, we will focus on a concept of systemic competitiveness within a broader perspective, questioning a certain approach that bases the problem of competitiveness in our country solely on labor costs, blaming labor as the sole source of our economy's lack of productivity and competitiveness. This view overlooks, for example, the impact on the productive fabric of substantial increases in public services, the cost of money through interest rates, or factors such as infrastructure deficits.
