OPINION – State capacities, energy transition and climate justice: regional research for mapping and analyzing innovative public policies with a focus on fiscal justice in Latin America and the Caribbean
(with a focus on Argentina, Colombia, Costa Rica, Chile, El Salvador, Paraguay and Peru)
This call for proposals is situated within a regional context marked by profound climate, energy, economic, and geopolitical transformations that necessitate a review of current development models. Faced with the challenges associated with climate change, structural inequalities, new dynamics of reindustrialization, and tensions between energy security and sovereignty, this initiative seeks to generate rigorous, comparative knowledge on state capacities and public policies aimed at promoting socially just energy transitions, strengthening fiscal justice, and fostering sustainable productive transformations.
They were opened 90 forms and were finally received 33 complete applications, which after technical and formal review, 31 They were in a position to be qualitatively evaluated by the International Committee to consider the quality, relevance and coherence of the proposals in accordance with the Call.
The evaluation process was carried out by an International Committee composed of 7 experts from different countries: Josefina Torres Jiménez (Ecuador), Nicolás Malinovsky (Brazil), Eliana Celeste Canafoglia (Argentina), Felipe Milanez (Brazil), Narciso Barrera Bassols (Mexico), Hugo Pereira (Paraguay), Raquel Neyra Souplet (Peru).
