 They denounce new regulations on NGOs

The undersigned Peruvian centers, members of the Latin American Council of Social Sciences, denounce the latest modifications to the law of the Peruvian Agency for International Cooperation (APCI), approved by the Congress of the Republic and promulgated by the government of Peru.

These amendments to the APCI law strengthen existing controls over civil society organizations receiving international cooperation, stipulating that their activities must be approved in advance. Furthermore, the amendments deem it a “very serious” offense, punishable by fines of up to half a million dollars, to use cooperation funds to assist, in any way, those who file complaints against the Peruvian state before national and/or international bodies because they believe their fundamental rights have been violated. This last point specifically targets human rights organizations, which in recent decades in Peru have been the civil society organizations that have defended the most vulnerable populations.

These modifications to the APCI law constitute a clear violation of current laws and of the Peruvian Constitution itself, further weakening democracy and the validity of human rights.
