Within the framework of the Guadalajara International Book Fair 2025, in Mexico, on December 3, the Ibero-American Council of University and Academic Publishing (CIEUA) was created whose purpose is to give continuity and structure to the Guadalajara Agreement, signed on December 4, 2024 as an expression of the collective commitment to a quality, open, inclusive and articulated science in Spanish and Portuguese.

The agreement was signed by more than five hundred university and scientific publishers from Latin America, including CLACSO, represented by its Executive Director. Pablo Vommaro, Y de Fernanda Pampín, Director of Publications.

Also participating were, among others: the Association of University Presses of Latin America and the Caribbean (EULAC), the Brazilian Association of University Presses (ABEU), the Network of National University Presses of Argentina (REUN), the Network of Presses of Private Universities of Argentina (REUP), the Network of Chilean University Presses (REDUCH), the Network of University Presses of Ecuador (REUDE), the Network of University and Academic Presses of Peru (EUPerú), the Association of University Presses of Colombia (ASEUC), the Commission of Public University Presses of Costa Rica (EDUPUC), the Network of Academic Presses of El Salvador (Exlibris), the Altexto Network of University and Academic Presses of Mexico (Altexto), the University Press Group of the Association of Universities Entrusted to the Society of Jesus in Latin America (AUSJAL), and the Union of Spanish University Presses. (UNE) and the Associação Portuguesa de Editoras do Ensino Superior (APEES).

The CIEUA is established as a permanent space for regional collaboration and is conceived as a platform for the integration and promotion of science in Ibero-America. Its main functions include setting the course, vision, and objectives of projects and strategies to ensure the fulfillment of the actions declared in the document.

The importance of this Council is based on a number of key objectives:

1. Linguistic promotion and visibility: This initiative seeks to promote Spanish and Portuguese as scientific languages, ensuring their presence, recognition, and circulation within global evaluation, indexing, and dissemination systems. It also promotes open access, linguistic equity, and the visibility of knowledge generated in Ibero-American higher education institutions.

2. Articulation and common corpus: Articulates efforts to create a common academic corpus in the languages ​​of the region, which must express cultural, scientific and epistemological diversity.

3. Quality and legitimacy: Works to consolidate links with public scientific evaluation bodies and agencies to establish better standards of quality and editorial legitimacy.

4. Innovation and dialogue: It fosters innovation in academic publishing, including the ethical use of tools and technologies such as artificial intelligence. Furthermore, it acts as an intermediary with national and international organizations to promote strategic agreements that strengthen the collective objectives of national publishers' networks and associations, especially at a time when scientific systems and universities are under attack from the rise of right-wing movements worldwide.

5. Strategic commitment: Supports the networking of national associations and networks of university publishers in Ibero-America, committing to sustainable development, scientific sovereignty, recognition of multilingualism and the democratization of knowledge.
