 CLACSO and the IPPDH MERCOSUR present the Regional Diagnosis of Care Policies in MERCOSUR countries

The Latin American Council of Social Sciences (CLACSO) presents the Regional Diagnosis of Care Policies in the MERCOSUR CountriesA report that analyzes the progress, challenges and prospects for the realization of the right to care in Argentina, Bolivia, Brazil, Chile, Colombia, Paraguay and Uruguay.

The document was prepared within the framework of a consultancy carried out by CLACSO for the Institute of Public Policies on Human Rights of MERCOSUR (IPPDH) and was run by members of CLACSO Working Group on Care and Gender, with the coordination of Amparo Hernández-Bello and Valentina Perrotta.

The report offers a analytical and comparative synthesis This analysis of care policies and systems in the countries studied is based on a review of national documents, an analysis of narratives from focus groups, and a cross-sectional regional analysis using a set of common indicators. These indicators allow for the examination of different dimensions of care, including:

  • regulatory frameworks and institutional developments,
  • implemented services,
  • communication and awareness strategies,
  • training and professionalization of caregiving tasks,
  • production and management of data, information and knowledge.

Based on this analysis, the diagnosis organizes its findings into five central axes:

  1. regulatory developments and institutional framework on the right to care and care systems;
  2. target populations and inequalities in access to services;
  3. community care;
  4. communication and cultural change;
  5. training and professionalization.

The work constitutes a key contribution to the design of public policies with a rights-based approach, gender and intersectionality perspective, and reinforces the need to move towards comprehensive care systems that reduce social, territorial and gender inequalities in the region.

The project had the General coordination of the IPPDH MERCOSUR, By María Eugenia Díaz, and with a support team made up of Andressa Caldas, Karina Valobra, Luciana Cepeda, Micaela Cal García and Patricia GainzaThe Executive Director of CLACSO, Pablo Vommaro, provided institutional support for the development of the report.

This diagnosis reaffirms the commitment of CLACSO and its Working Groups to the production of situated, collaborative knowledge aimed at strengthening public policies from a regional perspective.
