The Interdisciplinary Research Center on Regional Development of Mexico (CIISDER) is an academic unit, dependent on the Secretariat of Scientific Research and Postgraduate Studies and the Division of Social and Administrative Sciences, of the Autonomous University of Tlaxcala, created in May 1992 with the purpose of developing research in the field of Regional Development.
MISSION
CIISDER is a public research center that conducts and disseminates interdisciplinary research and trains highly qualified specialists in regional and territorial sciences. Both its research and human resource development are geared towards analyzing socioeconomic, socio-environmental, demographic, political, and cultural issues affecting the country's various regions, supporting local, regional, national, and international development. CIISDER also maintains cooperative and exchange relationships with the social, public, and private sectors.
VISION
To be a high-level research center through research and teaching, committed to the scientific, social, humanistic and educational project of the Autonomous University of Tlaxcala and based on social criticism, sustainable development and the transformation of society.

Since May 1992, the Center for Interdisciplinary Research on Regional Development (CIISDER) has offered high-level postgraduate academic training. Since its inception, it has conducted and disseminated interdisciplinary research for the analysis of socio-economic, socio-environmental, demographic, political, and cultural issues affecting the various regions of the country. The Master's Program in Regional Analysis (MAR) was established as a well-developed educational program designed to train professionals equipped with the theoretical, methodological, and technical tools necessary to competently contribute to the professional practice of research and, in doing so, help solve development problems at the state, regional, and national levels. Currently, the MAR Educational Program is a full-time, four-semester, research-oriented academic program that includes seminars in Regional and Urban Development (DRyU), Population and Development (PyD), Socio-Political Analysis (ASP), and Environment and Development (MAyD). The program is recognized by the National Quality Postgraduate Program (PNPC) of the National Council of Science and Technology (CONACYT), which allows students to receive a scholarship during their two years of postgraduate studies. Additionally, through a Mixed Scholarship option, students have the opportunity to undertake a research stay, either in Mexico or abroad. This program facilitates student mobility, aiming to "complement and enrich their training and experience at a high-quality institution," with Spain, Argentina, Bolivia, Colombia, Panama, and Japan being among the most prominent destinations.
Similarly, the MAR has been a benchmark for foreign students to pursue their postgraduate studies, with young people from India, Jamaica, Colombia and Bolivia passing through its classrooms; in addition to receiving students from Cuba, Brazil, Russia and Argentina carrying out research stays at this Center.
And in a second phase in 2018, given the growing need to analyze territoriality and the forces that converge in the field of Social Sciences, the Doctorate in Territorial Studies (DET) was launched. It was created to analyze, from a specialized approach, studies related to the territory and its varied dynamics, which, from the perspective of Social Sciences, require study and attention from specialized personnel. The program trains specialists and researchers in the area of territorial analysis, with an interdisciplinary vision in the scientific approach to social realities in temporal and spatial contexts.

Synopsis:
In October 2020, the SARS-CoV-2 pandemic caused the number of infections in Mexico to surpass 918,811 confirmed cases, 91,289 deaths, 1,110,937 negative cases, and 673,457 recovered patients. The country is awaiting news of whether there will be a resurgence, known as a second wave, of the same magnitude as the one in the first half of the year. The COVID-19 pandemic has had profound impacts on human life, and Mexico was not exempt from both the health and economic crisis. Its effects disrupted the daily lives of millions of Mexicans, and the consequences are still being studied. In this regard, this work presents a compilation of articles on the effects of the pandemic on various topics, in the context of the first wave, which were published in La Jornada de Oriente, Tlaxcala section, written between March and September 2020. Given that the pandemic has very diverse perspectives, this compilation was made to have a joint vision, revisiting topics that at the time were of public discussion and whose central focus was Covid-19 in Mexico, although it is not ignored that the problem is of a global nature.

Synopsis:
This book is the result of the work of the National Electoral Institute (INE) in the State of Tlaxcala, under the "Strategy for Disseminating the Census Database Platform on Citizen Participation in the 2009-2018 Federal Elections." The works presented here revisit the premises and challenges of the notion of democratic culture regarding consensus on the rules of the game, cultural attitudes, political participation, and commitment to institutions. The authors of the works presented in this text have extensive experience in the study of electoral and political processes in the country and the state, providing key analytical insights for understanding politics as a constantly evolving sphere.
