The Center for Hemispheric and State Studies—CEHSEU, as it is known today—originated in the Department of Research on the United States (DISEU), created in 1982 at the University of Havana (UH), which shortly thereafter became the Center for Studies on the United States (CESEU). At the beginning of this century, given Canada's active external projection in the Americas and the rise of emancipatory movements taking place in Latin America, its scope of study was broadened, and it adopted its current name. Its work has responded not only to legitimate imperatives of scientific knowledge but also to the practical needs of better understanding the powerful neighbor to the north and affirming the identity and sovereignty of Our America, contributing the perspective provided by the experience of the Cuban Revolution. Next year, the Center will celebrate its fortieth anniversary.
Since its inception, it has had as its explicit social mandate the investigative and teaching performance, with a multidisciplinary perspective, on the social, economic, political and ideological reality of the United States, in its internal sphere and in the deployment of its external projection, and as defined objectives those of providing advice to state institutions, offering improvement and training to professors, scientists, officials and leaders engaged both in the management of Cuban policy towards that country and in the analysis and investigation of American society.
The CEHSEU currently has a staff of about ten professionals from various areas of the social sciences, most of whom hold a PhD and the rest Master's degrees, and teach undergraduate and postgraduate courses in several Faculties of the UH.
The CEHSEU offers a Master's program in Studies on the United States and Hemispheric Geopolitics and holds an annual International Conference on this topic, based on the perspective of critical geopolitics, which contrasts emancipation with domination. It also collaborates on several Master's and Doctoral programs sponsored by other institutions that, like the CEHSEU, are also member centers of CLACSO: the FLACSO-Cuba Program, the Higher Institute of International Relations (ISRI), and the Center for International Policy Research (CIPI), the latter two affiliated with the Ministry of Foreign Affairs.
She is a member of the Latin American Council of Social Sciences (CLACSO), the Regional Coordinator of Economic and Social Research (CRIES), the Ibero-American Network of International Studies (RIBEI), the Latin American Network of Research on the United States (RELEU), and the Network of North Americanists coordinated by a counterpart center at the National Autonomous University of Mexico (UNAM). Furthermore, at CEHSEU, she maintains academic collaborations with numerous counterpart institutions in other countries, such as those at universities in Canada, the United States, Mexico, Brazil, and Argentina.
The Center's scientific output is committed to the lines of work that identify Latin American critical thinking and is currently organized into research projects.
- United States: Imperialist Domination in the 2020s. Economy, Politics, and Ideology. Implications and Challenges for Cuba as Part of the National Program, Social Sciences and Humanities. Challenges to the Development of Cuban Society.
- Transformations in the political system and their impact on the process of shaping foreign policy in the United States between 2015 and 2025. As a Sectoral program that contributes to Cuban institutions that have to do with the management of Cuban foreign policy and its relations with the United States
The results are disseminated through presentations at international events, articles published in specialized journals, and books such as collections of articles or books by CEHSEU professors. Furthermore, the center has joined the CLACSO Working Group on “United States Studies,” to which three of its researchers currently belong.
