OPEN LETTER FROM ACADEMICS IN COLOMBIA AND AROUND THE WORLD

Given the lack of action by the Colombian government to prevent the escalation of violence in the country

Bogotá, DC, Colombia, May 21, 2019

the Lord
Ivan Duque Marquez
President of the Republic of Colombia

Academics from Colombia and around the world are deeply concerned about the threats, judicial persecution, and assassinations of social leaders, former combatants, and human rights and environmental defenders in Colombia. According to the Center for Research and Popular Education (CINEP)/Peace Program, in 2018, within the category of political violence, there were 648 murders, 1151 death threats, 304 injuries, 48 attacks, 22 forced disappearances, three sexual assaults, and 243 arbitrary detentions. So far in 2019, at least 62 social leaders have been murdered.

In light of these events, we declare ourselves outraged by the government's lack of recognition of this situation and demand substantive actions to prevent this continuous and systematic bloodshed, as well as further regrettable incidents such as the attack on May 4 against Francia Márquez and other leaders in northern Cauca.

We observe that, from the places of governmental power and the media, an escalation of hatred and violence is incited that breaks the little peace achieved, but even more, as Daniel Pécaut (2001) points out, a war is declared against society.

Throughout our academic work on local, regional, and international dynamics, we have observed that territories of geopolitical interest become focal points that fuel the escalation of conflicts due to extractive expansion. We have identified perverse links between legal and illegal forces that expel populations from their territories, highlighting the same relationships described by scholars such as Sassen (2015), Harvey (2004), Escobar (2014), and defense analyst Herold (2007), among others, regarding the expulsion, depopulation, and dispossession of territories to advance large-scale accumulation through extractive projects.

In Colombia, this situation is evident in relation to economic policies that promote extractive industries as the cornerstone of development. This encourages and facilitates the takeover of territories by powerful sectors representing diverse interests, leading to an escalation of assassinations against leaders who defend the rights of local communities and peoples. This has been a long-standing reality, but its impact has intensified since the signing of the peace agreements with the FARC-EP in 2016, contradicting the intended goals of territorial peace.

The above allows us to infer that the cause of threats and murders is related to the interests of various sectors in the territories where large-scale extractive activities are planned, which coincides with the accounts in transitional justice processes, truth clarification, and in Constitutional Court rulings, such as that of Alto Andágueda, which lead to the conclusion of the relationship of human rights violations with these activities.

Recurring phrases in threatening messages such as: "eliminate anyone who stands in the way of development in the country", place the inhabitants as a military target, because many of them, represented by their leaders, oppose extractive projects, seeking to avoid negative impacts on ecosystems and populations.

For this reason, we are struck by the abandonment of this phenomenon of threats, judicial persecution and murders by both state institutions and the mainstream press, but at the same time, they do not hesitate to point out and stigmatize social protest, social leadership activities and opposition to government policies.

It is troubling that you, as head of state, only spoke out after an attack on Francia Márquez, an internationally recognized leader and Goldman Prize winner, who was with a prominent group of leaders—an event that garnered international attention. Your government fails to allow us to understand what efforts are being made to address this grave crisis. We observe that the measures taken so far are insufficient and limited to precarious security measures and a search, often fruitless, for the perpetrators, without investigating the phenomenon in its entirety to identify the masterminds and the sectors behind this strategy of dispossession and extermination.

As academics, we ask that, in your capacity as head of government, you order a thorough, transparent, and public investigation to reveal what is truly happening in the face of these circumstances that grieve us daily.

At the same time, given the lack of action by your government and the magnitude of the problem, we consider it necessary and urgent that international entities such as Human Rights Watch and Amnesty International organize verification commissions and in-depth investigations on the matter, so that we can have truthful information that will allow us to prevent new cases and bring justice for the events that have already occurred.

For our part, we hope that you will recognize that we are at a historic moment in which it is possible to change the course of the national economy and social policy, towards an option of protecting life and the environment with benefits translated into a good life for future generations.

We invite you to respond openly to this letter and tell us what progress has been made and what decisions have been made to prevent this bloodshed, as well as what new measures are being taken to clarify this painful and unprecedented humanitarian situation. Awaiting your response, the undersigned will continue to strive for world peace, for comprehensive territorial peace—a peace longed for everywhere in the world and especially in this suffering Colombia.
