The Argentine Commission for Refugees and Migrants. A Brief History – Soledad Lastra
The history of the Argentine Commission for Refugees and Migrants (CAREF) offers a window into the recent history of Argentina and the Southern Cone. CAREF was born from the efforts of Protestant churches in Argentina and the concern of the World Council of Churches to protect and respond to the mass exodus of Chileans following the 1973 military coup. María Amelia Sosa, one of CAREF's first social workers and later its coordinator, recalls that "CAREF was founded in 1973 as a church commission formed to respond to a specific need in an emergency situation, without any intention at that time of becoming an institution" (Interview with María Amelia Sosa, 1986).
