Faced with the ongoing suffocation of the Cuban people by the United States government

The Cuban centers of CLACSO denounce before the international community the economic, commercial, cultural, psychological, and media war waged by the United States government against the Cuban people, which has intensified since January 3, 2026. The strangulation of the population and the strategy of daily harassment are intensified by the oil blockade, pressure on foreign companies to abandon their investments on the island, the persecution of international banks, in addition to threatening declarations of direct military aggression and the illegitimate attempt to prosecute the leader of the Revolution, Raúl Castro.

In a context of growing tensions in our region, we call, from a position of critical thought, for opposition to all interference and military aggression against Cuba, whose people are being relentlessly stifled in the name of a supposed threat to U.S. national security. The justification for this strangulation is Cuba's inclusion on the list of state sponsors of terrorism. However, they have never presented any evidence to support such an accusation.

Since 1992, the United Nations General Assembly, with the overwhelming support of the majority of member states, has demanded an end to the embargo against Cuba. Instead, the United States exerts pressure and retaliates, excluding from the U.S. financial system anyone who dares to trade with Cuba. The Cuban people are living under an oil and supply blockade with specific political objectives: to destroy their emancipatory social project.

We denounce media manipulation, harassment of individuals and institutions, and all manifestations of hatred and arrogance used to justify Cuba's isolation. We support the Cuban government's stance of seeking understanding and dialogue with the U.S. government on equal terms, paving the way for cooperation between our two countries. We call upon the international community, especially the academic and university community, to reciprocate the humanist and internationalist attitude of the Cuban people and their government.

Silence and ingratitude are undeserved; no one should ignore the solidarity of the Cuban people, their unconditional support and cooperation in education, health, science, technology, and culture, based on the conviction that poverty is the worst condition a people can have and only internationalist solidarity can overcome disasters, wars, and famines.

Humanity cannot remain silent in the face of the purported physical and mental exhaustion of the entire Cuban population. Cuba is not a victim of the path it has chosen for its development; it is a people conscious of its rebellious resistance, and we maintain our heroic resistance even under the genocidal measures of suffocation. Humanity needs a shift toward social justice and human dignity, and Cuban critical thought, represented in the member centers of CLACSO, continues to risk everything on this journey.
