Background and context:
Among the agreements adopted by the VI Meeting of Ministers and High Authorities of Science, Technology and Innovation (Valencia, Spain, October 10, 2024) it was decided to entrust the Ibero-American General Secretariat (SEGIB) with the promotion, development and development of the Ibero-American Cooperation Agenda in Science, Technology and Innovation 2025-2026, with the support of a Commission made up of five countries: Mexico, Brazil, Chile, Colombia and Spain - current Ibero-American Pro Tempore Secretariat.
The working sessions of the VI RMCTI focused on two main thematic areas:
-Promotion of open science and multilingualism; Spanish and Portuguese in Artificial Intelligence and as languages of communication and work in science, technology and innovation.
-Development and implementation of the Ibero-American Innovation Strategy.
The agreements reached in each of the sessions were included in the Declaration approved in Valencia, and it is now necessary to promote actions that allow progress in their development and compliance, as well as to identify priorities for the VII RMCTI, which will be held in 2026 as part of the preparatory process for the XXX Ibero-American Summit of Heads of State and Government (Madrid, Spain).
Among the agreements of the VI RMCTI, the following stand out:
1. The update of the Open Science Action Plan;
2. The adoption of the document of Recommendations on methodologies for the evaluation of science;
3. The promotion of a Strategic Action on Artificial Intelligence in Spanish and Portuguese that includes the establishment of an Ibero-American framework for collaboration to build a large foundational model of AI language, specifically trained in our languages;
4. The promotion of the Digital Atlas of Ibero-American Knowledge, as an initiative that will contribute to the analysis, visibility and international promotion of knowledge generated in Ibero-America;
5. The approval, within the framework of the implementation of the Ibero-American Innovation Strategy (EII), of the development of five innovation missions: food, climate change and environment, digitalization and artificial intelligence, health and energy transition;

Also in the city of Valencia, on October 11, 2024, the first edition of the Joint Ibero-American Ministerial Conference on Higher Education, Science, Technology and Innovation (I CIMESCTI) was held. The working sessions also focused on two main thematic areas:
-The scientific career in the Ibero-American space; doctoral training and training of research personnel; circulation of research talent.
-Opportunities for Ibero-American – European Union cooperation within the framework of the Ibero-American Knowledge Space.
In this case, the agreements adopted in each of the sessions were included in the approved Joint Communiqué, and it was also necessary to promote the actions required to advance their development, as well as to identify priorities both for the VII RMCTI and for the IV Meeting of Ministers and High Authorities of Higher Education, which will also be held as part of the preparatory process for the XXX Ibero-American Summit of Heads of State and Government (Madrid, Spain), in 2026.
Among the agreements of the 1st CIMESCTI, the following stand out:
1. The promotion of an Ibero-American Cooperation Program in Doctoral and Postdoctoral Training, advancing its implementation through the design and development of a pilot project;
2. The formulation of a proposal for an Ibero-American Charter for Research Personnel, which will include, among other aspects, training, mobility, evaluation, incorporation and promotion, also bearing in mind the objective of contributing to closing the gender gaps;
3. The formulation of a work plan to encourage and facilitate access, from early stages, of women to the research career and in the different trajectories in the fields of Science, Technology, Engineering and Mathematics (STEM);
4. Holding a meeting between the Ministries of Higher Education, Science, Technology and Innovation and those of Economy and Finance, with the participation of multilateral financial organizations and the private sector, to promote the coordination of efforts with a view to increasing public and private investment in knowledge and its conversion into tangible results for society;
