The serious situation of the National Council for Scientific and Technological Development in Brazil
The coordinators of the Post-Graduation Programs in Sociology and Social Sciences gathered at the Meio-Termo Capes Seminar on August 15 and 16, 2019, to improve the evaluation parameters of the area, express their concern with the recent news regarding the area. Suspension of new bags and editions and the exhaustion of two resources by the National Council for Scientific and Technological Development (CNPq) to honor the commitments assumed by the academic community.
All the work we do in this Seminar is an effort by the community of students, teachers and technicians involved in scientific production in the area, resulting in investments by society in its social, economic and cultural development. The resources of CNPq are a fundamental part of this investment and guarantee of the quality of our scientific production and our national and international recognition.

EM DEFESA TWO RESOURCES FOR THE CNPQ AND AGAINST ITS EXTINÇÃO
We, scientific entities and teaching and research institutions, researchers, professors, students, technicians, businessmen, free professionals, workers, Brazilian citizens and citizens who are concerned with the scientific and technological development of Brazil, address the highest authorities of the country and the parliamentarians of the National Congress, for Meio de este abaixo-assinado, in defense of adequate resources for the National Council of Scientific and Technological Development – CNPq and against its extinction.
We express great concern at the serious situation of CNPq's organizational and financial situation, which puts at risk decades of investments in human resources and infrastructure for research and innovation in Brazil. The scientific community has been alerted for months, without success, by the Federal Government and the National Congress for the deficit of R$ 330 million in the CNPq's release in 2019. If this situation does not change rapidly, it will have to suspend the payment of all the CNPq exchanges starting in September of this year. This fact, it is concretized, will place thousands of post-graduation and scientific initiation students, both in the country and abroad, in a critical situation for their maintenance and for the continuation of their studies, in addition to suspending the pools of highly qualified researchers in all areas of knowledge. In the wake of two drastic organizational cuts for Science, Technology and Innovation, there has been an expressive evasão of students, or the sucateamento and esvaziamento of research laboratories, a minor effort for post-graduation courses and a loss of talents for the outside world. This situation will accelerate dramatically with the suspension of payments from the CNPq stock exchanges.
O CNPq tem sofrido, ainda, uma forte redução nos resources de custeio operational e seria limão em tu pessoal tecnico. This causes increasing difficulties in maintaining its programs and activities, which are essential for the National ST&I System. Created in 1951, CNPq has been a fundamental vector for the development of science and technology and, also, for the country's economy. The positive impact of Brazilian scientific research, in the various fields of economic activity and public policies in the country, is evidenced by numerous cases of success, such as in public health (for example, the prevention and control of Zika), not enormous growth in grain production, in particular soybeans, in numerous innovations that have improved Quality of life for Brazilians in the discovery and exploration of Pré-salt. No one can lose this heritage built over decades by the joint efforts of scientists and Brazilian society.
We want an immediate recomposition of the CNPq Orçamento, in 2019, with a supplementary contribution of resources of the order of R$ 330 million so that it can fulfill its commitments this year, in particular not to pay the bags.
We call on the decision-making bodies of the Executive and the Federal Legislative to immediately reverse this critical table of dismantling of the CNPq and to also place, in the 2020 Orçamento, the resources necessary for the full functioning of the CNPq.
We consider inacceptable the extinction of CNPq, as indicated by this strangulation orçamentário and a policy for CT&I without commitment to the scientific and economic development of the Country and to national sovereignty.
