Update of the CLACSO Statute

In the last General Assembly of CLACSO, held in Buenos Aires In November 2018, it was decided to carry out a process of review and update of the institutional Statute.

At the first meeting of the Steering Committee, held on March 27 and 28, 2019 in El Salvador, the importance of advancing on this issue was reaffirmed and it was resolved that the work methodology should follow a dynamic of dialogue, consultation and participation. Likewise, it was decided to form a Commission for Updating the Statute following representativeness criteria, both regional and of the various areas and governing bodies of our institution.

Based on the foregoing, in April of that year the Update Commission was formed and the process of revision of the CLACSO Statute began, which will involve various instances of consultation, exchange and collective analysis.

Analyzing the current situation generated by the coronavirus pandemic, which limits all movements and makes it impossible to hold face-to-face meetings – especially those that require travel between countries – at its 101st meeting held virtually on May 4 and 5, 2020 , the CLACSO Steering Committee resolved to postpone the Extraordinary Assembly to update the CLACSO Statute scheduled for the current year in Bogotá, and to convene it at the same time as the General Assembly of the Council in November 2021 in Mexico City, a date that was later moved to June 5, 2022, coinciding with the Ordinary Assembly of 6-6-22 and the subsequent 9th Conference of Social Sciences from June 7 to 10, 2022 at UNAM in Mexico.


OBJECTIVES

  1. Adapt the CLACSO Statute to the current challenges and challenges of the institution.
  2. Specify the functions and competencies of the different management bodies to promote relationships and tend to achieve optimal achievement of CLACSO’s objectives.
  3. Update some regulatory and procedural aspects in order to guarantee greater institutionalism and transparency in the operation of the Council

Development of the second consultation with directors, in order to know their opinions in relation to some of the critical issues identified and the proposals made by the Commission to update the Statute.

Analysis of the responses received in the second consultation with the directors of Member Centers and review of the proposed modifications to the Statute.
October 18th, 2019Steering Committee Meeting
At its second annual meeting in 2019, the proposals for modifications to the Statute made by the Commission will be presented to the Steering Committee, which will be jointly analyzed by the Committee and the Executive Secretary.
December 9th, 2019 – February 15th, 2020 Third consultation on updating the CLACSO Statute
In this period, the third consultation with Directors of Member Centers was carried out on the modifications to the Statute, with the specification of the articles that are proposed to be changed, the new wording and the basis for such changes. This consultation was promoted by the Steering Committee, after analyzing the proposal prepared by the Commission.

Meeting of the Commission and the Steering Committee for the treatment and approval of the draft updated Statute, which will be submitted to the Extraordinary Assembly for consideration.
