The Knowledge Network for the Right to Education from a Global South (REGS), comprising  the Latin American Council of Social Sciences (CLACSO), the Arab Council for the Social Sciences (ACSS) and other collaborating institutions, invites Masters and Doctoral students, public policy makers and representatives of civil society organizations committed to the right to education from the Global South to apply to participate in the REGS International Graduate School «The Right to Higher Education in the Global South: Horizons, Debates and Challenges” to be held between 21 and 25 August 2023 in Maputo, Mozambique.

The official languages of the school are Spanish and Portuguese.

PRESENTATION

The right to education is an enabling human right that, driven by social movements and civil society, has expanded its scope and complexity throughout the different stages of people’s lives. Effective universal access to universities and institutions of higher education is on the agendas of progressive governments that see this expansion as a way to build dignity and justice. But access alone is not enough to guarantee the effective exercise of this right. It is also necessary to question the type of higher education accessed, examine the content and curricula  as well as the conditions within which it is provided.  Answers to these questions determine the access of historically marginalized groups to these educational spaces. It is in this context that the perspective of the Global South becomes a fundamental approach for critical reflection on the right to education, asking how higher education can be used as a tool for emancipation and dignified living.

The Knowledge Network on the Right to Education in the Global South (REGS) has worked in recent years on the systematization of quantitative and qualitative  data, with the aim of understanding the state of access to and completion of higher education in various countries and regions in  the Global South

Studies were prepared to demonstrate the tensions and difficulties faced by different  regions in relation to the right to education. Reports on various educational experiences were drafted that show the inequalities faced by different countries. Factors such as poverty, place of residence, gender inequalities, indigenous or religious identities, legal status vis-à-vis the State, disability, confinement – as has been demonstrated – play a significant role in entry and transit through the educational system. Ultimately the aim of REGS has been the nurturing of a network from the Global South that makes visible the marks that  capitalism leaves on educational trajectories.

REGS hopes to continue to put experiences in dialogue and promote the generation of exchanges on the right to education from the Global South.

THEMATIC AXIS

1. Production of knowledge on education systems in the Global South:

In this axis we seek to problematize the dominant perspective that focuses only on certain quantitative indicators. We also suggest the need for more complex approaches such as those proposed by the intersectionality approach, to highlight the existing diversity found in the three regions.

2.  Alternative experiences and projects:

We include in this axis the initiatives promoted by civil society organizations, popular movements, students, teachers and other forms of groupings that promote educational alternatives in order to analyze their scope both in their formulations and their implementation.

3.  Public policies and transformative and inclusive institutional actions:

In this axis we propose to reflect on institutional initiatives -from central or local governments, as well as universities and institutes- that develop proposals for social inclusion and promote the right to education for diverse populations through schemes that facilitate access and completion such as scholarships, quotas, restructuring of programs and processes, etc.

SCHOOL CHARACTERISTICS

The REGS International School is a face-to-face space for dialogue, exchange,  and regional solidarity among graduate students, representatives of civil society organizations and public policy makers. The school will address issues related to the right to education in the Global South. Students from multi-disciplinary and multi-professional backgrounds will be selected according to criteria of academic excellence and professional trajectory and affiliation to  social movements or organizations.

OBJECTIVES

  • To reflect on the category of «Global South,» its potentialities, limitations and implications for the educational field from the perspective of the right to education.
  • To provide a space for exchange, learning and dialogue on the state of the right to education in the Global South, with particular attention to higher education.
  • To exchange knowledge among participants on the current situation of educational systems in the Global South, the inequalities that affect access to and completion of higher education and the existing efforts to overcome them.
  • To analyze different alternative experiences in the Global South, historical and current, that aim to overcome and reverse existing educational inequalities.
  • Contribute to the construction of networks of academics, social activists and public policy representatives interested in the democratization of higher education from the perspective of social justice and equity.

The School will be organized around panels, dialogues and workshops.

Students will be organized in groups on each of the three thematic axes to reflect in  transversal ways on the right to education in the Global South.

A certificate of participation will be awarded to all the students of the School who participate in all the proposed activities.

The call is intended for:

 - Masters and doctoral students with thesis projects related to the School's theme.

- Representatives of organizations and/or social movements that have studied and addressed the topic.

- Public policy representatives involved and interested in the topic.

Participation in the School is free of charge. 

The work must fall within one of the three axis of the School. In the case of social activists, social movements or organisations and public policy representatives, they must also submit: a letter of endorsement stating the reasons why they wish to participate and the possible contributions that this School can make to the organisation they represent. 

In this sense, the work theme of the applicant must be closely linked to at least one of the 3 proposed thematic axes.

Participants are required to attend all activities planned by the School.

 Participation in the School is free of charge.

Participants who do not live in Maputo will be provided with accommodation in shared rooms and half board (breakfasts and lunches) for the duration of the activities (from 21 to 25 August 2023).

An international jury, made up of members of the REGS academic committee and other designated evaluators, will make the selection of participants. 

The evaluation will take into account academic, geographical and institutional criteria in order to guarantee the participation of students from different countries and institutions.

Up to 45 participants will be selected as follows:

 - up to 30 masters or doctoral students and/or public policy makers and/or representatives of social organisations from Latin America and the Caribbean, the Middle East, Asia and Africa (who do not reside in Maputo, the host city of the School).

- up to 15 Masters's or PhD students and/or public policy makers and/or representatives of social organisations, residing in Maputo.

The results will be announcement on the REGS website https://www.clacso.org/regs/ and the Polytechnic University website http://www.apolitecnica.ac.mz/  on the 14 th of July, 2023.

The decision will be irrevocable and not subject to appeal.

Those interested should register on the CLACSO website. To do so, they must complete the online form, submit their CV, a letter of motivation, a summary of their research project (in the case of graduate students) and a letter of endorsement from their institution (in the case of social activists, social movements or organisations and public policy makers).

RESULTS – International School The Right to Higher Education in the Global South: Horizons, Debates and Challenges

We would like to thank all master’s or doctoral thesis students, public policy makers and representatives of social organizations for the warm welcome to this call for applications.


We received 48 applications that were evaluated by an international jury, made up of experts from 6 countries: Ana Carolina Hecht (Argentina), Belchior Canivete (Mozambique), Cibele Rodrigues (Brazil), Cristiano Macuamule (Mozambique), Javier Campos Martínez (Chile), Jose Cossa (Mozambique),
Mariana García Palacios (Argentina), Noelia Enriz (Argentina) and Patricia Ames (Peru). The Evaluation Committee considered the quality, relevance and coherence of the applications in accordance with the terms of the call.
